What about giving bosses a passive ability?
If not all, then just the major ones - Hira'zinn, Thukuzun, future bosses...
Greatly(?) lower chance of fleeing against all bosses.
Ability will trigger(100% chance) at failed attempts of flee - affects the player w/ condition.
This won't stop hit and run but this definitely deals a counter effect, just like Taunt.

Absolutely a fan of this idea!
Evasion could even have a strong effect giving players a slight possibility to escape Vs someone with no Skill Points in Evasion who will be stuck fighting the NPC until there is only one survivor.
