DR vs Conditions

If a creature hits, but the damage is reduced to 0, can it still inflict conditions? (poison, bleeding, etc)

yes it can - you might not be taking damage,
but the contact may have other adverse effects...
aside from a loss of hit points.

Yes you can be hit with status effects even when the damage has already been reduced to 0.
