Base stats

How do you do it at each level up?

I use a lot of pots to get passed the the ghosts at Lodar, so do I....

Damage: Kill them quicker
Block: Take less damage
Hp: Last a bit longer
AT: Hit more often

I think most of the time a single level up's worth of any stat wouldn't make much of a difference, it depends entirely on how your battles are going atm. For example, if it's quite common that a ghost survives with 1-3 HP, I'd say taking a point of damage is a good choice, otherwise it would make little to no difference in most cases.

I'm thinking more long term, would ten levels of damage be more productive than ten levels of block?

You still can't say it without context. What I can say for sure is that damage is probably a better choice than HP in many cases (because it just adds an constant to your durability), but when it comes to BC and AC, things tend to get more complicated.
In case you didn't know, BC and AC don't affect your actual hit chances linearly but as far as I remember the shape was something like an arctan-like, which means that it grows quite quickly near 50% but grows slowly near 0% and 100%, so if your hit chance is already above 85% or something (the number is made up), 10 levelups of AC aren't too useful, but if you hit the enemies around half the time, an increase of 50 AC points (or was it 30?) can make a huge difference.
