Is the Hard Hitting skill a waste?

I just noticed that Hard hitting only increases the MAX AD, and not the MIN AD. As I understand it, this means that, on average, it increases my AD by only 1, which is the same benefit I'd see by taking +1 AD any time I level up. I could see this being much more useful if there was a weapon/skill/etc that would allow me to change the effective range of AD. For example, if the imaginary skill "higher average damage" weighted my potential AD by 25%, putting my new effective range in the upper 75% of my "normal" range, that +2 MAX AD would come into play.

Am I missing something (that exists now or is planned for addition) that makes Hard Hitting useful?

EDIT: because I misremembered the name, and was searching for "hard hitTING", my searches didn't return threads where this has been discussed. I'm off to read those threads! Sorry for the noise...

Yes it does matter. It's usefulness comes into greatest effect when fighting enemies with high damage resistance. Some enemies you'll find have damage resistance so high that when you hit for low damage it does 0 damage, so raising your max damage potential is especially useful. When I use it I like to add my level to damage before I add skill point to it to make it seem more useful, dunno if that helps.
