Death effects?

There are references in the game source code for something called "death effects" - like the opposite of an on-kill effect, i.e. an enemy can induce some effect on you in the process of being killed. However, I don't see any content where this concept is actually used.
Anybody know what the state of this feature is? Is it fair game for use? I'm thinking of some fun things to do with it, but I'm not sure if it's too far off the beaten path.
