Critical skill 20% of ??

Increases any existing critical skill given by equipment by 20%
This may seem obvious, but I would request some clarity before starting a new game based on criticals.
1) Does the 20% increase takes into account the TOTAL critical skill number resulting from ALL the equipments (be it weapons, wearable items, armour, and shield) OR only critical skills provided by the weapons?
2) Is the 20% increase on every skill point calculated based on the TOTAL existing critical skill (say, 50)?
For ex:
Level 20, total CS at 50, resulting CS after skill point = 50x20%. Basically, the increase has a cumulative effect?
OR
Level 20, existing base CS values from all equipments at 30, resulting CS after skill point = 30x20% each time on every skill point. Basically, the increase is not incremental in effect?
