A new item from new quest's boss, has random chance of dropping. You have to kill him 2 times, i did not try rerolling his first death. This is the chest item you can get after killing him second time.

You don't have to kill him twice to obtain it. I already obtain it for the first time. Not only that but also "Prim Arming sword", "Fire Opal necklace", "Spiked Gloves", and "Broken Feygard Medallion".

For I already have 4 new quest items as well. Also, if there's a "BWM Set" then there's a new set namely "Ice BWM Set".

Can Kazarite cloack be obtained by killing Kazarite monsters with 0.1% chance or only by killing Kamelio with random chance? I have already obtained it somehow but unfortunately I loaded the game accidentaly.

Kazarite cloak is only obtainable by killing Kamelio.

From my testings, chance is indeed random. You get to kill him twice and there are 5 items you can obtain total from him.
