There has not been a new content update. The last update was for translations and bug fixes.

I have found a second legendary ring. It is called “the ring of far lesser shadows” RoflS.

It is not listed in the first post because it is not available by very rare drop chance. There are many extraordinary items that are not listed for the same reason (all, or most, are boss drops).

Yes, it should be there. 0.7.16 only introduced one new quest.
