How hard would it be to have the "shadow of sorts to pop up on us and warn us or try to get us to follow their paths while out exploring?

Would it or could it work the same as the patrols for bonemeal?

It would be more so a ghost of sorts??
I mean we already have the filthy feygard patrol stinking up the roads.

How about a band of roving shadow acolytes that would react to you differently depending on your shadow rating?
Low rating=you get punished,
high rating=you get rewarded,
medium rating=you get told to try harder

..or something like that..

Instead of trying to strengthen the shadow followers why don't you try to play as a Feygard loyalist and learn how difficult it is to play that way.

I had a build a while ago going that way. I may have to restart it again

It would be nice to have a balance against the Feygard patrol. Some Shadow acolytes that sell cheap bonemeal perhaps.

Up until today it's only the possession of bonemeal which gets punished.
At least I have not yet encountered a feygard patrol that wanted to test my hair/blood/urine for signs of bonemeal-abuse.

Bone meal is bone meal. It doesn't matter where you buy it. You'll be punished for carrying it
