How can I enter the Elm mine??

The guy in front of mine saying he needs some lodar's stuff,
Do I need to give him something. IDK

Just simply tell me how to enter the Mine?

If you are done with all of your BWM quests, then you may enter the mine. If not, then you might miss one specifically, Else, if you are done with them, then you also encountered the same fate as Nezzo88:

If he asks for some of Lodar's potions, then he obviously wants you to give him something, yes.

I've completed all BWM Quests. I'll try something you guys have said or start from a old save point . Thanks guys for the support.
