Why doesn't the Jewel of Fallhven work?

I'm wondering if anyone knows why this is...

I've heard some people who really like the Quickstrike dagger because it helps you have more hits per round. Granted, I think it's the lowest Attack AP cost of any weapon in the game at 3 AP. However, I'm wearing the Jewel of Fallhaven. Shouldn't that move it down to an AP of 2? In the Overview page of your character, it still says that my Attack AP cost is still 3. When I'm in combat and I watch my own AP meter, each attack takes 3 AP each time. Can someone enlighten me about what's going on here, and whether maybe I'm just misunderstanding? Just for complete info, I'm wearing the HAT OF THE PROTECTOR, the ROBE OF THE SIBLIMATE, the JEWEL OF FALLHAVEN, the GARDENER'S GLOVES, the BOOTS OF THE GLOBETROTTER, the RoLS, the RING OF DEXTERITY, plus I'm wielding the QUICKSTIKE DAGGER and the ASSASSIN'S BLADE.

Anybody got any ideas why it doesn't reduce my Attack AP down to 2, (or maybe 1 due to the Ring of Dexterity) ?

And on a related note, the JEWEL OF FALLHAVEN says it "Lowers attack cost by 1 AP". And the RING OF DEXTERITY "Lowers AP cost of using items in combat by 1 AP". Does that mean that using items is not the same thing as using a weapon?

<<<EDIT>>> I just tried swapping the Quickstrike dagger for the Stilleto (AP4) and it still didn't change my Attack AP cost. It's still 3.

You are dual wielding QSD and assassin's blade? Check the description of your current skill level in dual wielding, but I don't believe that even at max that you can get effective AP 2 when one of your weapons is AP 3 (AB w JoF).

The attack cost is always the attack cost of the weapon with the higher attack cost.

Using an item is not the same as attacking. They have different costs.

Well, I unequipped the Assassin's Blade so my off-hand is empty with only the Quickstrike Dagger in my on-hand. I now have an AP of 2. I had forgotten about that bit of "legal-ese" ( 😉 ) in the description.
