Heavy armor proficiency question
So the Heavy Armor Proficiency skill reduces "attack speed penalties" by 25% per skill level up to 100%, so by attack speed penalties, it means any attack cost increases right? So if i had all four levels of that Proficiency skill it would make any heavy armor with attack costs zero, right?

Correct. It makes the Shadowstalker the best armor in the game!

Would spending skills on Armour Proficiency be worth it? Let's say you decide not to spend on Proficiency Skills for armour, so you would be saving three skills, one Crystal, and some 5k/6k Gold. Ignoring the Crystal and Gold for now.
Suppose that you spend these three skills on Dodge. Than that would give you +27 BC permanent boost independent of the armour you're wearing.
Now, if you spend 3 Armour Proficiency Skills than max BC boost would be 3 x (20% of 21 BC) = 3 x 4.2 = 12.6 BC
So total you would get is 33.6 BC, compared to Dodge which would give you 21 + 27 = 48 BC.
Shadowstalker has actor condition of Fear on target. 20% chance there is. That would be -10 BC, -5 AC, -1 DMG, -1 DR only. Now if Shadowstalker can stack Fear, than it might be okay to spend proficiency skills into it I guess, cause it would be cool to see a brute monster getting stacked with Fear. But if no stacking is there, than would all those skills into the armour be worth it cause BC alone is the incentive there is?
Of course, if you are already powerful and you're just looking for places to spend skills than go ahead. Otherwise, I'd like to see if I'm missing something here that could make Dodge less attractive than ArmourProficiency.

Okay. This one is a very interesting build and gave me an idea to try something new.
I still don't think that spending all those skills into Proficiency would make Shadowstalker the best armour in the game. But, if the approach is to create a build that can inflict many actor conditions or same actor condition from multiple gears, than yeah, it would be better to stick with Shadowstalker and remove its deficiencies. Because Dodge is preventive only.
