Is there a spreadsheet somewhere that lists the current projects in development, projects planned but not in development, who is working on them, etc?

Nope. Not for the public's eyes.
This type of thing feels like a job requirement and this is not a job.
Plus, we often get content from people outside the dev team. Which is virtually impossible to track and count on.
We are all volunteers working on this for the fun of it during our free time

Is there any reason why the public does not get to see?

Why does the public not get to see which projects/expansions are being prioritized over other to-do items?

If tomorrow some random person were to do a pull request that added the entirety of Nor City to the game, how do they know that someone else was not also working on Nor City during this time?

You seem to view our development like building up a car or a house. The end product id rather well planned, it just has to be realized step by step.
AT is an open world, not only for playing but also for developing. Some ideas are given, e.g. there will be these main cities, but there are many other areas that are rather blank space.
Often one of us, or even someone else, creates something mostly of his own, and only in the end phase we will work together to get it complete.
There is no time planning for such project, it is ready when it's ready. E.g. I started working on the Ratdom quest several years ago, but not my whole time of course.
Several projects were started but abandoned.
It would make no sense to try to make a project plan of all this. As Antison said: it is not our job where we get paid for.
It would be a good idea to contact us before working on Nor City, but some of the areas were started without our doing or knowing. We always have found a way to integrate them into the game.

Yes. The town of Sullengard was a set of maps created by a player and at the time, we weren't sure what we would do with it, but it worked nicely for Sullengard.

Simply because we are working so fluidly and have contributions from people outside of the team that it's virtually impossible for us to keep track of stuff like this and spend the time to do so.
For example: we have 4 simultaneous projects being worked on by four different people. So there really is no prioritization. It's all about what people want to work on.

If somebody wants to work on a project of that magnitude, we would hope that they would reach out to us first.
