i think this is a bug

What did you do, lose the fight to Defy then go back to him and change your mind?
Yeah you shouldn't be able to do that and I just fixed it

I found another potential wanted men bug.

I have taken the real key from Troublemaker.
I killed Defy and his gang.
I have all rings in my inventory.
I was in the vault.
I went to troublemaker and returned the key.
I told him I killed Defy and his men.
When he asked for proof, I said I do not have the rings (I havent noticed them before, and wanted to take a look at them before handing them over).

Now, after closing the dialogue with troublemaker and telling him I don't have the rings with me, he won't talk to me about it again. He just shows me his wares, nothing else.
I went to the vault again, but cannot enter (no key anymore).
I went to Defy's hideout again, and when stepping on certain tiles, I get the note that he ans his men are dead and I should return to trouble maker.
I went back, he still won't talk to me about it.
Sleeping does not help either.

Now I have the quest still active/incomplete, and cannot finish it.

That sounds like a nasty bug, not easy to find during testing.
Now that you showed us it helps, but still not easy.
Can we get the savegame?

OK, I've found the bug.
Unfortunately I can't help you to complete the quest "Wanted men". We can only fix it for the future.
It wouldn't even help to manipulate the savegame, I guess, because it's a permadeath save, and I expect the game to notice the manipulation and to refuse proceeding.

It's not too critical though, because you don't miss much.
You won't get a few thousand XP.
And the quest "Troubling Times" would be rather short for you: Umar would just throw you out of the guild after looting their vault.
