Yes, you need a computer as you have to copy from the code to the editor.

It has to be in the code. Where else should it be? 
This has already been suggested here.
Its the same problem like everywhere: Time and priorities.
He and the other developers face a big list, that does not even include new maps, quests and monsters...

I agree maps and quests are more important. And maybe there are other things that are more important too but I didn't think this task was hard to accomplish

Lol that's my post underneath the info. Yea I want to create maps and quests that would be cool. I have loads of ideas for new quests and maps, some involving humour too. However Im not that technical when it comes to computers though
