i always wonder that the probability of dropping of legendary items is so much less than not dropping. If someone is very unlucky he might not get the drop at all in months or years lol

That happens all the time, I have seen alot of people with more Rocks than anyone should ever have. Lady Black had over 9,000 when she finally got her ROLS after months and months of hunting for it, but now her luck has flipped and she has all the Legendary items. I had incredible luck with the ElyR dropping in my lap when I wasn't even really looking for it and I got the RoLS relatively quick at a little over 1000 rocks, otherwise getting these items seems pretty hard for me. For my other build I had more than 6500 rocks before I got the RoLS and never got any other special item with that one. It doesn't help that I can only access the first room the imps are in with the build I am using now that is unable to start the Kazuul quest because I accidentally decided not to help either Blackwater or Prim.
