No, it is not available except by extremely rare drop. RoFLS can be obtained via other means (in fact, that's the only way to get it), but you can't get RoFLS unless you already have RoLS.

This leads me to believe with even more certainty that there are shenanigans afoot regarding the Rols.

It is as advertised. Just a 1/10,000 drop chance. No more, no less.

(Vanilla project. Collect all L&E items, twice if wearable twice, with as low lvl as possible, with as few quests completed as possible. Then pump up XP without leveling, to create high level builds from scratch in seconds later on to test diffetent stats, skills and equipment combis)

Lvl 25 (+24 Dmg, 2x IF)
2 quests completed (for access to the maze) and 2 started (1 by accident, 1 to get BWM area access)
1.2 mil spare XP (equals lvl 45) and rising
No boss/unique monster kills, except for access necessary for the below.

A challenge I need to lvl up anyhow, why not in the

gargoyle cave and get a 3rd RolS to downgrade.

Question to that:

Do I need to complete any quests to make this happen or access the area/character in guynmart? Want to stay as much vanilla as I can.

With all the updates since 2020, I thought it's time to update my "Vanilla" char again and grind all new missing legendary and extraordinary items (1 in 1k and 10k drop rates).
Char: As little quests as possible. As little skills as possible (3 lvl IF, nothing else), as low level as possible.
I had to do Blackwater and Charwood quests to get to YN and WoB, and level up to 50 to be remotely able to kill mobs for YN and TS. So, a little less vanilla than before, but as little level-ups as feasible to get there and back. YN and TS were a PITA to get to and back, still, as you can imagine. But, worked out!

I now got the final pieces, 2x YN, 2x WoB and 1x TS. So now I possess them all, all one in 1k and 10k drop chance items once, or twice if wearable twice (rings, 1H weapons).

Its a perfect char to start new playthroughs and try different styles and builds
Tons of work again, but worth it. (Oh, and I remember going for the WoB before and quit after >> 10k kills with no success. I was so thrilled when it dropped this time, even more than the YN )
