Consider if you will, an item that is SO rare that it makes finding a legendary item a walk in the park..(1 in 100,000)..a mythical item, if you will..

This mythical item, when discovered, will trigger a quest to locate 2 MORE mythical items and to place them in a shrine that is only accessible after triggering the quest.

Bragging rights & MASSIVE exp.points is the reward..

(total side quest for the true believers)

And it would be most funny to see the player's face, when they realised that the _massive_ EXP is just a triffle against the EXP they had already got by grinding

Maybe this would be enticive enough to spend skill points in Magic Finder

This would drive "places visited" collectors (like me ) nuts knowing there is a place you cannot visit without locating the mythical item.

OR..
the dev team could keep it secret, only acknowledging it's existence when some lucky soul happens to find one..

Should be not less than 1M exp. Probably 10M exp.

That too evil...I already spending too much time finding the Legendaries...I can't imagine spending more time on even worse odds than already facing

In short, no. Very rare drop items (extraordinary or legendary) are not necessary for anything, least of all to start a quest. This will not change
